I am having trouble finding help on the Web for migrating a project (including all versions and labels) from TFS to ClearCase.
Does anyone have any experience of this and if so what would be their advice.

Migration is a process that requires some thinking: What you want to migrate (labels or all versions), how you plan your end-users will work with ClearCase, whether you prefer to move all versions at once or not, etc.
I'd suggest you to start from here: publib.boulder.ibm.com/.../index.jsp
This is a ClearCase command-line that describes how to import files (or lables) from any SCM tool into ClearCase
